Barker’s artistic journey took him to Paris in 1834, where he studied under Horace Vernet. During his time in France, he became a frequent exhibitor at the annual Paris Salon, showing twenty-eight paintings between 1836 and 1850. His repertoire included scenes from the Napoleonic Wars and observations of the Franco-Prussian War. He was known for creating large-scale panoramic images featuring numerous figures, often based on actual portraits. Beyond the battlefield, he was a portrait painter of notable figures and specialized in large gatherings of officials and celebrities. His most discussed work, The Secret of England's Greatness, depicts Queen Victoria presenting a Bible to an African ambassador in the Audience Chamber at Windsor. Barker died in London at the age of 68.
