Salmon, Francis Salomon’un oğlu olarak Whitehaven’da Robert Salomon adıyla dünyaya geldi. Babası bir mücevheratçıydı. Whitehaven'ın hareketli liman şehri, erken dönem sanatsal gelişiminde önemli bir etki yarattı.
