Born in Mayagüez, Puerto Rico in 1931, Noemí Ruiz demonstrated an early passion for the arts. She pursued formal training at the Interamerican University of Puerto Rico in San Germán, earning a Bachelor of Arts in Education and Arts Administration in 1953.
